Biography
Charlie is the Chief Executive at Oldham Council and lead Chief Executive for the Greater Manchester Environment Commission.
Charlie also became the Clerk to the Greater Manchester Waste Authority in 2008 and led the team which closed the PFI contract.
Previously he was Director of Investment and Performance at English Partnerships and a member of its Executive Management Board.
Prior to joining English Partnerships, Charlie was Group Strategic Development Director at Enterprise plc.
Formerly he was Executive Director for Regeneration at Liverpool City Council.
He was responsible for leading the Council’s Team for the development of Liverpool One.
